Commanders stealing soldiers' salaries seems to be more widespread than the top brass has admitted. During the election on 28th July, a soldier based in Preah Vihear dropped a letter in the ballot box, accusing his commander of stealing soldiers' salaries. He was later punished, but the stolen salaries were returned to all soldiers in the unit.
